Violated House Rules

Hastings violated House rules by attempting to lobby a U.S. Attorney to trump up voter fraud investigations in the 2004 Washington Governor’s race.  He was found to have “failed to conduct himself in a manner that reflects credit on the House.”

Hastings also broke House rules for his actions over the November 22, 2003 vote for the Bush Medicare Act.  Hastings, acting under orders from GOP House Whip Tom DeLay as House Chair Pro Tem, held open a 15 minute voting window for more than 3 hours to allow DeLay and other GOP leaders to twist arms and make promises to get a number of Republicans to change their votes on the Medicare Part D entitlement bill, which many conservative representatives had problems with because it was completely un-paid-for, and would go on to explode the deficit in the years which followed.
